		<description>Getting rid of the state departments of Agriculture and Personnel? Not a good idea. Agriculture has many interests, such as control of pesticides, that an economic development agency doesn't know how to handle. Some state economic development agencies don't have the authority to regulate. That doesn't fit with food safety. And dozens of state agencies making up their own hiring practices? Not wise. You could return to the spoils system where new agency directors hired their friends and relatives.
